An adoption case may not be closed if the following situations exist:

• An intake has been screened in and linked to the adoption case, and no assessment/investigation has been initiated.

• There is a pending or unapproved assessment/investigation.

• There is a pending justification request.

• The case plan has not been approved.

• A semiannual review (SAR) is in progress.

• Case services and service authorizations have not been completed for children in the case who are determined eligible for adoption assistance, SAMS, or non-recurring adoption expenses.
