For the child to qualify for AA, the following must be true:

• Child is free for adoption

• Child has special needs factors

• Reasonable efforts were made to place to the child without a subsidy

• Child meets age criteria

• Biological parent is not in the adoptive home

In addition, one of the following must be true:

• Child was previously in receipt of adoption assistance

• Child was eligible for SSI at the time of the adoption petition

• Child meets ADC relatedness criteria and meets voluntary agreement criteria
