A child benefit is considered an adjustment when:

• A benefit that can be used to offset claims is added for a child who receives a IV-E-reimbursable service pertaining to a benefit period that has already been disbursed.

• The benefit amount or date is changed on a benefit record and the amount can be used to offset claims for a child with a payment pertaining to a IV-E-reimbursable service, and the benefit period has already been disbursed.
