Children appear on the Adoption Subsidy report by their biological names when their adoptions are finalized by county agencies. Eligibility for an adoption subsidy is determined before the adoption is finalized. Therefore, the adoption subsidy information is maintained on children's biological records in Ohio SACWIS. As a result, the children's biological names are displayed on the Adoption Subsidy report. This fact has no effect on the adoption subsidy payments, since only the adoptive parents' names appear on the warrants. The children's names do not appear on the warrants, although their old (biological) IV-E numbers do. The IV-E number is attached to a child's subsidy history.
Children appear on the report by their adoptive names when their subsidies were established through ICAMA or when their private adoption cases were documented by the county for purposes of the adoption subsidy. In these situations, the children's person profiles contain their adoptive names only.
