Initial program eligibility determination screen

This screen allows you to view, add, or update the details of an eligibility determination record. The system draws responses to the requirement statements listed here from the child's case and legal status records. Citizenship information, however, must be entered on the Requirements 1 to 6 screen.

The statements in the Requirements 1 to 6 and the Requirements 7 to 9 areas default to "Incomplete" until you open those records and update the statements. The View Requirements links allow you to open the records. If you changed the eligibility month from the last saved determination, you must review the accuracy of the statements on the Requirements 1 to 6 and Requirements 7 to 9 screens.

The Determine Eligibility button instructs the system to determine whether the child is eligible to for IV-E programs, based on responses from the Requirements 1 to 6 and Requirements 7 to 9 screens. The system saves the determination in its history after you click the Save or Apply button. The system then changes the status of the eligibility determination record to "Completed." You can click Cancel to leave this screen without saving the eligibility determination. When you do this, the eligibility record remains in "Pending" status.

Fields on this screen

Determination Type	Select the type of eligibility determination. The system defaults to Initial in this field. You can select another type if an initial record already exists. This field is required. If this eligibility record was created automatically when an "initial" agency legal status record was created, this field is filled in automatically and disabled.
Effective Date	This field usually reflects a system-supplied date, which may be: The date that led to a court-ordered removal if the IV-E agency or PCPA filed the petition. The custody month if the above condition does not exist or if initial custody is a permanent surrender or an agreement for temporary custody. The effective date of the current legal status record (when the legal status type is other than "Officer Acceptance" or "Agency Authority") at the time the eligibility record was created. The custody effective date when Yes is selected in the Initial Agency Legal Status for Custody Episode field on the Agency Legal Status Details screen. There is no effective date if eligibility ADC-relatedness is being determined. If the system-supplied date is not to be used for this eligibility record, and the field is editable, enter the date of the child's eligibility. Use the format MM/DD/YYYY. This field is required.
Eligibility Month	The system defaults to the current month. If this is not be used, enter the month for which eligibility is to be determined. This field cannot be changed once the eligibility record is saved. The eligibility month is the month that led to a court-ordered removal if the IV-E agency or PCPA filed the petition. Or this is the custody month if the above condition does not exist or if initial custody is a permanent surrender or an agreement for temporary custody. If this eligibility record was created automatically when an "initial" agency legal status record was created, this field reflects the month and year of the custody effective date. This field is required.
Termination Date	Enter the eligibility was terminated. You can enter this date only on a record in "Completed" status. Use the format MM/DD/YYYY. The system automatically enters a termination date when reasonable efforts or best interest statements reflect "not received" values. The system also enters this date when the child's legal status record is terminated. When a redetermination record exists, the screen displays a new time period for eligibility on the next line. These dates indicate begin dates and termination dates.
Comments	Enter any additional information about this determination record. You can enter up to 4,000 characters.
Created in Error	Select this check box to indicate that this eligibility record was created in error. You can select this box on eligibility determination records in "Pending" status, and on records in "Complete" status as long as the corresponding reimbursability record is still in "Pending" status. You cannot select this box if there is a date in the Termination Date field and this record is in "Complete" status.
